HS plan comments
Please note our following comments on Health and Safety Management Plan:
1. Provide index with page number.
2. HS policy statement is more than year old and must be reviewed and resubmitted. Please provide a legible copy.
3. Roles and responsibilities of employees should highlight only safety roles and not general roles they perform.
4. Responsibilities of commercial manager, planning engineer, MEP coordinator, design manager not required in HSE plan.
5. Roles and responsibilities need to be described for site engineer, first aider/ Nurse and worker.
6. Roles and responsibilities for following should also include-
Project Manager
Ensure that the HSE requirements are taken into consideration in all stages of planning and execution of the Project.
Ensure that all resources necessary for the proper implementation of HSE and welfare are available.
Conduct site visits frequently and monitor safety aspects at the project during the visits.
Set a personnel example.
Construction manager
Shall prepare method statements and risk assessment (RA) in coordination with HSE engineer.
HSE Engineer
Providing induction training to all new workers
Prepare Safety procedures in co-ordination with Construction Manager where necessary.
Ensure that proper fire extinguishers are available and serviced. Tests and inspection will be carried out monthly.
Reporting accident and incident immediately to consultant.
Train the personnel with regard to all emergency procedures.
Remove from site any person for disciplinary reasons including contravening any conditions includes in these documents.
Shall stop any work posing danger to life of workers or is in contravention of HSE regulations or this plan.
First line supervisors:
Implementing the detailed requirements of the Client and Company HSE Policies and the Project HSE Plan as they apply to the work and personnel under their control.
