Not all Texans can take care of themselves; as they age they become unable to do so, or they have disabilities that do not let them perform their lives like other Texans. The Department of Aging and Disability Services was created, and is lead by the commissioner to ensure Texans had the resources needed to live out their life safely and normal. Texas Department of Aging and Disability services also known as DADS was created by House Bill 2292: Legislative session 78.

The Agency was intended to provide service to people with disabilities, and the elderly. It is one of five agencies under the Health and Humans Service System. The key mission of DADS "is provide a comprehensive array of aging and disability services, supports, and opportunities that are easily accessed in local communities"(Self-Evaluation Report 4). Some of the services and support it proves are: Adult Foster Care, Community Living Assistance and Support Services, Consumer Managed Personal Assistance Services ,Day Activity and Health Services ,Deaf Blind with Multiple Disabilities ,Emergency Response Services ,Family Care ,Hospice ,In-home and Family Support ,Primary Home Care ,Special Services to Persons with Disabilities. All of the services provided by the agency help to maintaining its function. The functions of the agency are: to provide long term service and support to those who qualify, provide the services or have a contractor provide for them (like Medicare), and to ensure its efficiency it regulates the service providers, and self audits to measure and improve
