Additional federal attention to family support came in 1993, when legislation was passed that allocated funds specifically for family support services and increased the funds available for family preservation services. The regulations recommended that states provide services to the areas of greatest need. Family based services have evolved over the past 20 yrs as a method of helping families in crisis avoid out-of-home placement. As a result of federal legislation a number of replacement prevention programs were developed. Among the most well-known and controversial of the programs is intensive family preservation services (IFPS).
