1.1Background of the Problem
Philippine Economic Zone Authority is the nation’s government agency tasked to promote investments, extend assistance, register, grant incentives to and facilitate the business operations of investors in export-oriented manufacturing and service facilities inside selected areas throughout the country proclaimed by the President of the Philippines as Special Economic Zones.
Over the years, the zone administrator heady by Attorney Norma Cajulis, said in a proponent’s interview that overcrowded job bulletins hinders the job applicants to easily find job according to their skills and experience, which leads them to find jobs firms or human resource agency that can help them to find job sacrificing a percentage in their monthly salary”.
The management stationed the job bulletins in a basketball court inside the zone. Ranging from 2,000 to 3,500 applicants per day is estimated entering the zone to find a job on the job bulletins. The zone has 382 companies as of December 31, 2012.
A hundred applicants has been ask if they know about jobseeker internet sites, and if they tried to find job particularly in companies that resides in the economic zone. The result was 85 respondents said that they knew about such websites but didn’t bother to take it a try for the reason hat it was too unclear for them on what to do even though they are computer literate. That is because most jobseeker websites offer white-collar jobs, like accountancy, information technology, management and marketing. In addition, most applicants are blue collar job seekers. Out of 100 respondents interviewed, only 24 have college education. That leaves 76 respondents has secondary education or less and falls into blue-collar job category.
The problem takes place when blue0collar job applicants having a hard time finding opportunities that are suitable with their skill and experience. Furthermore, the economic zone has no sufficient facility to cater large volume of applicants who is looking for a job. Therefore, the proponent proposed an online job placement system to address these problems.
1.2Overview of the Current State of Technology
