Preface
This is a paper for a SMS - Based Electronic Board project Bachelor of Science degree in electrical and computer engineering stream of computer engineering at Jimma University, Jimma, Ethiopia. This paper provides the aim and problem statement of the project to be undertaken. It details the intended user group and the value that the system will have to them. It also provides a schedule for the completion of the project, including a list of all the deliverables and presentations required. The intended audience of this document is the graduate faculty of the department so that they can determine whether the project should be approved as proposed, approved with modifications, or not approved.

Abstract
This paper explains SMS- based electronic notice board that used to display notices (text sent from user to the system) using web based application which have a user interface page so that the user can login and send his message to the display board from his personal account. It also explains application areas like public advertisements, traffic control, banks commodity exchanges, educational sector advertisements etc… And also learn as well as modify some of the common application of built-in GSM mobiles or GSM modem as per the requirements and needs or the user and materials used.
