    The definitions of crime and law differ from country to country as well as it is also affected by time. For instance, it is not a crime to eat or butcher a dog in Mainland China but it is illegal to do so in Hong Kong (China and Hong Kong are one country but both have their own political and social system, so their definitions and process of crime and law differ) and to consume or trade of opium was legal in Hong Kong before second world war but after that it is criminalized to trade or consume opium in Hong Kong. Today opium is illegal all over the world. Now we can make a point that criminalizing any behaviour by the law is relatively affected by time and space in general. The certain types of behaviour that is criminalized in early days may not be criminal behaviour nowadays and one country that define certain behaviour as criminal, other countries may not define as so. But lethal crimes such as murder, rape and robbery-crimes that have obvious victims and pose clear threats to the security of people and property- are always and anywhere defined as crime (Course guide, unit 1, p.3).     After finished the second public consultation on the three models (City Park, Cultural Connect and Project for a New Dimension), West Kowloon Cultural District (WKCD) project arouse public’s attention again. It was first announced by Tung Chee-hwa in 1998 to develop Hong Kong as the cultural hub in Asia with world-class facilities inside the district including theatres, performance venues, museums, exhibition centers and piazzas. However, after the first public consultation, the government overthrew original proposal due to strong opposition on the single-developer approach and expensive construction cost on the canopy concept by the local community in 2004. Meanwhile, in 2008, the WKCD Authority was set up to develop this project in response to the 2007-08 Policy Address launched by Donald Tsang. In 2009, Foster, Rem Koolhaas and Rocco Yim Sen-kee were invited to design WKCD project and three models were unveiled for the second public consultation in August 2010. Finally, on 4th March 2011, WKCD Authority announced Foster’s model, City Park, as the winner of design competition which helps WKCD step into a new stage (Wong, O. & Chow, V., 2011).…

    The exquisite building was once served the community as a lowest magistrate’s court that used to handle minor indictable offences for over 44 years. For example, prostitution, illegal activity, fraud, theft, illegal immigrants case, juvenile case. According to Wikipedia, “In 1960, if the illegal immigrants arrived the Magistracy after making their way from the border, they will be granted permanent residency on Hong Kong”. However, due to cost saving policy, the North Kowloon Magistracy was terminated on 3 January 2005. Even after its discontinuation, court rooms, prisons, special juvenile court still remained in the building. Several years after, the colossal empty former magistracy’s court building was conserved by the government’s demand and had suggested making the North Kowloon Magistracy a declared monument or turning the Magistracy into the headquarters of the Hong Kong Examinations and Assessment Authority.
