Designed specifically to made unification pratically impossible, and encouraging 'independance of the individual states',there was also even a reluctance to stick to what had been agreed on in teh articles of the confederation for example a federal army. However, the set up of the German confed did signify the start of Metternichs suppressive system, where movements such as The Burshcenshaften students union,1815 and The Wartburg festival 1817,both of which spread liberal and national ideas were deemed to be unacceptable hence the introduction of The Carlsbad decrees 1819,ltd freedom of the press and checking upon lectures in unversities.     The changes in Germany society between 1918 and 1933 can be accounted for by a multitude of reasons. After World War 1 the Kaiser abdicated and new liberal republic was formed known as the Weimar Republic. After this due to the Treaty of Versailles, France occupied the Ruhr leading to a period of hyperinflation crippling the standard of German society. Recovering from this during the Stresemann years allowed a new rise until the Great Depression caused a massive change in German society. By 1890 Germany had already completed the ‘take-off’ into sustained economic growth and industries such as coal, iron and textiles increased output by over 25%, leading the way in Germany’s mass industrialisation.
