Why Is Public Order Necessary

Public order is necessary because without it the chaos that would unfold on to our society would surely put an end to any civilization that would exist. In todays society I think that we are lacking public order in certain areas and trying to make it up in others which impends on our societies ability to function as a "free democratic society." By this, for example, our gun control laws are focusing more on removing the weapons from law abiding citizens and basically handing over our protection to criminals who already do not abide by the public order laws. If two vehicles crash, and one or both drivers and/or all their passengers perish in the vehicle, do we blame the car? No, we blame the person at fault in the accident. The car is an inanimate object and isn't capable of holding blame. We try to place public order on things that we think we can blame instead of placing public order on ourselves and where the blame truly lies.
People who commit crimes wouldn't be considered as criminals anymore and everyone would be at a "fend for yourself" or a "Darwin's law" state. Herbert Spencer first published the "Survival of the fittest" after reading Charles Darwin's theory of origin and I believe whole heartedly that we would fall into the survival of the fittest stage. The weak would be preyed upon and sought after for personal gain and the powerful or strongest would be feared.
