The Declaration of Independence consisted of the Second Continental Congress meeting at the at the Independence Hall in Philadelphia on July 4, 1776. This document announced that the Thirteen American colonies that were at war with Great Britain, have announced themselves as the thirteen independent states, that were no longer under British rule.
