THE PROBLEM AND ITS SCOPE
INTRODUCTION

Rationale of the study
Since the old times, the curiosity of man to gain knowledge made prosperity. Due to curiosity and the drive to learn education was started, schools and universities were established. Now in modern times education is the key to make a brighter future, without education one is deprived from working to sustain needs. Thus, resulting in higher rate of uneducated people in the society that augment poverty case in the country as a whole. Now in this time, our economic status is in a bad state where a lot of people don’t have enough money to sustain their needs and their education resulting in poor educational background. Now there are educational support program in the city, one of this is Mayor Osmeña “Scholarship sa Sugbo”, this scholarship program is good for students who came from public schools that apply to private universities, but this alone is still not enough because this program only pays 50% of the tuition. There are also full scholarships and free boarding given by shipping companies, but the chances to avail the scholarship is low because of the standard and the competition....
