EXPLANATION: Assassination can be defined as the targeted killing of an individual for political reasons in peacetime. It can be undertaken by individual citizens, or by the agents of another state, but in either case it takes place without any legal process.
Why is ther a need in doing such? The setting up of this principle is in the method of necessary evil if it really cause harm than good. Likewise, the assassination can be done by another agent of the state in such a way that the law obtaining in the region has he influence of another state to do such. Currently, research into genetic engineering has already been limited by social, ethical and legal concerns, showing that a line has already been drawn as to what is acceptable in scientists' quest for knowledge. However, as yet, the full benefits of human genetic engineering have not been explored as research is still being undertaken. Benefits and costs are both values that are attached, and can hence change with societal norms and tolerances, and different circumstances (for example killing in times of peace as opposed to war). I think, therefore, that in addressing the statement, one must first define what "human genetic engineering" is. If the term referred to the entirety of processes, including reproductive cloning, then yes, the cost would outweigh the benefit, as it infringes into certain communities moral beliefs, and in general, social acceptability. The United States would not be improved one bit by taking away this freedom - those who want to restrict abortion rights merely want to impose their religious views on sexual morality upon all the women of the nation.
