They can contribute by donations of food, money, and resources. They choose not to be a burden and are honest and fair. If there were no personally responsible citizens, there wouldn't be a person that could confidently stand as their own. They would help the colony by coming together with the other citizens and giving them what they need.

Participatory citizens make it a point to look after each other and open opportunities for others to work together.
