BACKGROUND

In many Members States, rural and secondary roads are managed by regional or provincial authorities. In the case of urban areas, where a significant proportion of accidents take place, most roads are managed by the cities and the municipalities themselves. Local authorities are therefore infrastructure managers and in most cases also responsible for the enforcement of traffic rules through the local police. Furthermore, when it comes to road safety policy, the particular circumstances of each Member State and region must be examined and taken into account. The local and regional level should be involved in the planning and implementation of the initiatives envisaged in the Member States and at European level.

In this regard, on 20 July 2010 the European Commission unveiled its new policy orientations on road safety 2011-2020 which follow on from the previous 3rd road safety action programme for 2001-2010. The Commission recognises that, in spite of the positive results obtained during the lifetime of the 3rd road safety action programme, more efforts are needed. According to the

In Poland, among 1,000 inhabitants, there are 383 vehicles. For the inhabitants, they benefit from the convenience with vehicles. If they want to go to shopping centre, there is no need for them to go on foot. As a result, time and energy are saved. However, in this case, the social benefits are far less than the private benefits. Poland experiences 49,500 road crashes per year. Current statistics show an average of 5,582 persons killed and 63,000 persons injured year. That translates to roughly 15 persons killed per 100,000 inhabitants (11 persons killed per 100 road crashes). It means that when vehicle owners use road, they impose higher accidents risks on all other users. As the figures show, the inhabitants without vehicles are less than those with. Even though they do not use vehicles, they are still in danger.…

The global impacts of MVA and the Magnitude of Mortality rate is alarming, one estimates that around 3000 people are killed every single day, with 30,000 been injured or disabled globally, this means around 20-50 millions are injured or disabled each year (Vinand M. Nantulya1, David A. Sleet2, Michael R. Reich3, Mark Rosenberg4, Margie Peden5 and Rick Waxweiler6 2003). Mortality rate is unevenly distributed with low to middle income countries having to burden 90% of the death toll, while only having half of the world’s vehicles (Who2013) the key determinants causing this are the government’s inability to meet the UN’s plan to reduce the MVA around the world. It is called “Decade of Action for Road Safety” the plan calls for better management of the road, build safer roads, build safer vehicles, educate better road-user…

An experiment was carried out to investigate the effect of speed limits on road traffic accidents. The investigation took place in Sweden during the summers of 1961 and 1962 and lasted for 92 days in each summer. For part of the 92 days general speed limits of 90km/hr or 100km/hr were imposed, for the rest of the time they were not. The number of accidents resulting in personal injuries at the end of each 92-day period was reported to the police. The purpose of this report is to see if, and to what extent the number of accidents is reduced when speed limits are in place.…

The lack of a national transport policy has contributed to the unsuitable situation between different transport policy objectives. Good accessibility, high speeds and little congestion have been given higher priority than good safety and low environmental impact. We admit that there is an urgent need to draw a National Master Plan for Road Safety that should include the following: a problem analysis; a safety vision; a safety strategy and an action plan.…
