Most of the new building works, alterations and additions works are scrutinises and approves by the Building Department. Two form are needed for submission to get the consent approval, one is BA4 Notice of Appointment of Authorized Person and/or Registered Structural Engineer and/or Registered Geotechnical Engineer, another one is BA5 Application for Approval of Plans of Building Works and/or Street Works and Certificate of Preparation of Plans, which shall be submitted for approval when the Plans, Structural details, Geotechnical details and calculations have been prepared. Submission of the documents, which included layout plans of care home, fire service installations plan and relevant documents is needed. After received all the required documents, the Licensing Office of Residential Care Homes for the Elderly will take around 8 weeks to complete processing a licence application and issue the licence, which means the Elderly Care ome can be operated. The most concern part of getting licence is the fire safety and fire precaution, since fire safety related to human life, a complete fire safety management and prevention is necessary.

Safety is always the first priority of everything. The Elderly Care Home should be provided with adequate escape exits and clear exit route in accordance with the Code of Practice for Fire Safety in Buildings 2011, which is issued by the Building Authority Adequate lighting must be provided for every exit route without any obstructions.
