The witness, Ms. Wanda Moore, known to the Department as a female, black, DOB: 4/21/1979 was interviewed regarding the allegations. In sum and substance she stated that she has never spoken to Mr. Tuthill about a drug problem in the neighborhood or any police officers protecting drug dealers. Mr. Tuthill alleged that Ms. Moore had information regarding drug dealers in the area and police officers cover for them. Ms. Moore stated that even though she has not witnessed any drug deals, she is believes there is a drug problem in the area. Ms. Moore did not have any information to offer regarding the allegation.

►Identification of the Subject Officer:

An ICIS check on all UMOS that resided in the vicinity of Travis Ingram 175-05 145th Drive revealed P.O. Jamaal Miller from the 79 precinct, who resides at 175-07 145th Drive Jamaica NY. A review of a prior case #M14-2160, log #14-32386 indicates an off duty not domestic incident and lists Travis Ingram as the UMOS friend. Mr. Tuthill also stated that Travis told him that he has a brother who works in the 79 precinct. Subsequently P.O. Miller was added to this case as a subject.

Donovan, IAB Group #52 he informed me that he will initiate an undercover operation in the vicinity of 175-05 145th Drive (Mr. Ingram’s residence), 145-40 175th Street and 145-27 175th Street. He will have an undercover to make more than on buy to build a stronger case.

Conferrals with NYC and NYS Corrections Departments on P.O. Miller did not return any hits.

A conferral with IAB Personnel unit regarding the drug test history on P.O. Miller revealed that he was randomly tested on 2/8/2010, 3/7/2012 and 8/29/2012.

A conferral with CCRB Chief Prosecutor, Jonathan Darche revealed that upon conclusion of the CCRB trial, P.O. Miller was found guilty on two cases and received Charges and
