Latynina is quick to draw a comparison between the downward trajectory of Russia’s educational system and the upward trajectory of one of its regional rivals: China. In the time it took for all of Russia’s representatives on the list of best universities in the world to fall off of that list, China saw seven of its best schools move onto it. The author then points to an example of the incompetence of the Russian educational system. According to Latynina, four wealthy Russian students were recently arrested while racing their expensive sports cars in Geneva, Switzerland. The students in question attended the “International Branch of the Moscow State University Law Department” in Geneva. While that may sound prestigious, it turns out this school is run by a man from Azerbaijan who was wanted for fraud.…

In the long term, demographics remain one of Russia’s main concerns. The rate of population decline has slowed down, and the incorporation of Crimea has added over 2 million people to Russia’s total, which now stands at 146 million. But there is a growing shortage of workers, strategically important regions such as the Russian Far East remain sparsely populated, and the integration of immigrants from Central Asia presents a…

Student mobility is the education sector’s equivalent of what trade negotiators refer to as consumption abroad. All together, there are four modes of internationalization. A strategic type of cross-border activity of service industries identified by the World Trade Organization consists of delivery abroad, where a service is created and offered in another nation. Within the education sector, this approach would consist of faculty and academic mobility.…

Internationalization as the body of policies and strategies is focused upon rendering higher education responsive to the challenges set by the contemporary global environment. Internationalization implies the mobility of programs, ideas and values, as well as enhanced intercultural academic fluency. We are of the opinion that it is important to draw attention to the homogenizing risks which a country may confront on its way to global citizenship. Therefore, the strategies of internationalization in Ukraine must be developed with due account of its national context and…

Gilbert and Gorlenko (1999) provide a fascinating case study insight into a British-Russian international collaborative venture (ICV) aimed at achieving a British validated Master of Business Administration (MBA) delivered in Moscow by Russians. They describe how the partnership started in 1992 with a certain ‘mutual euphoria’, but changed over the years to a much ‘colder realism’ about importing UK courses and associated quality assurance procedures. They explain how major issues such as language of delivery, assessment styles and procedures were not resolved and resulted in mutual misunderstanding, resentment and polarisation of views. After some years, although progress had been made on a postgraduate diploma, the full MBA was still not validated, the alliance foundered, and the ‘brave’ experiment failed. With much regret on both sides, the Wolverhampton business school withdrew.…

Russia is in the process of migrating from its traditional tertiary education model, incompatible with existing Western academic degrees, to a modernized degree structure in line with Bologna Process model. (Russia co-signed the Bologna Declaration in 2003.) In October 2007 Russia enacted a law that replaces the traditional five-year model of education with a two-tiered approach: a four-year bachelor (Russian: бакалавр) degree followed by a two-year master's (Russian: магистр) degree.…
