Introduction:
"Without the Internet I cannot live" it is an answer that CNN news reporter (2009) interviews a young people. So, we can image that internet how important in recent times. But with development of the Internet more and more problem and issues appear. For example, Cybercrime, Privacy, Network security, intellectual property rights and freedom of expression. Therefore, internet needs reasonable governance. What is internet governance? "The development and application by governments, the private sector and civil society, in their respective roles, of shared principles, norms, rules, decision-making procedures, and programmes that shape the evolution and use of the Internet."(UN Working Group on Internet Governance, 2005) Meanwhile, Internet governance is a 'network of networks', involving many types of actor and a high degree of interdependency between them. The interconnected networks use Internet Protocol which allows them to function as a single large virtual network. This essay will mean looking at the relationship between global governance issues and Internet, and discuss how will these global governance issue is being handled in an international level. Actors:

There are many organizations and unions are related to Internet, and everyone play different role in the global. For example, Internet Corporation for Assigned Names and Numbers (ICANN), International Telecommunications (ITU), Internet Society (ISOC) and The Internet Governance Forum (IGF). ICANN:

ICANN was establishing in 1998 by the United States Department of Commerce. This organization main aim is coordinate distribution and internet allocation into three parts: first part is Domain Names ("DNS", or the Domain Name System), second part is Internet Protocol ("IP") addresses, autonomous system ("AS") numbers and the last part is Protocol port and parameter numbers. Meanwhile, ICANN also need to coordinate the operation, and improves of the DNS root name server system. But the organization still is geared to the United States Department of Commerce, therefore, only the United States joins the authorization of changes to the root zone file. ITU:

ITU is a organization that belong United Nation, it plays a major role in the development and coordinate of projects to increase the transfer of proper technologies to developing countries, meanwhile , helping this countries create a opportunities and encourage public and private sectors to innovation suited their new technologies . ITU also is a standard for electronic commerce and it has wide experience in design, exploitation and carries out electronic commerce applications and services, then these experiences can share with developing countries. ITU devote oneself to connect with worldwide people, protect and support everyone's basic communication right. It will use their advanced infrastructure to overcome geographic barriers, providing some necessary services. And ITU helps developing countries to plan, construct, operate, promotion, administrate and maintain these technologies are appropriate for their services and Internet. However, as a neutral corporation, ITU not agree with any specific technology. IGF:

Internet Governance forum was established in 2005 at Tunis WSIS, its main purpose is to solve Internet public policy event, for example, the digital divide, spam, cybercrime and multilingualism.
