RATIONALE

Reading maketh a full man, conference a ready man and writing an exact man. Francis Bacon (1942)

One of the most significant social inventions of man is language. Language consists of a system of sounds, a collection of words, some changes in word forms, and some patterns onto which the words fit to convey. It may or may not have a system of writing and printing. Language requires a combination of formal structure, that is a clear set of standards, and communicative application which includes recognition of variations which includes recognition of variations from the rules. (Bidly Stok, 1998)

As social being therefore, man has to develop his language proficiency. His ability to communicate properly and correctly is man’s edge over the other members of the animal kingdom. This involves the four skills; listening, speaking, reading and writing. Of the four writing is considered the weakest component for it requires thorough and careful organization of thoughts and ideas. The ability to write in English is a very significant asset of every student because writing is one of the skills that students should develop to be successful in any endeavor they encounter in the near future. Thus, a student should be able to express himself in both oral and written English. The written English proficiency of students has significantly deteriorated. In the elementary and high schools, this could be rationally traced to the inadequacy of effective textbooks, instructional materials and lack of funds, aggravated by the fact that quality of textbooks has also deteriorated. Of the four language skills writing is given significant consideration and attention because the acquisition of writing skill in the language instruction enhances the students’ proficiency
