Chiang Kai-Shek and Roosevelt seemingly have the unshakeable undertaking, notwithstanding, they still have some disagreements and their own secret plans. For Roosevelt, he hoped that Chiang could use all his military forces fighting against the Japaneses and regain the territory. However, Chiang saved part of his military power to suppress the Communists and thus lost more ground to Japan. “The Nationalist government also used the war years to win important diplomatic concessions, including the ending of the Unequal Treaty Regime (1943) and formal recognition as a Great Power (1944)” (Dreyer 266).
