b. Immigration Reform and Control Act of 1986
i. (P.L. 99-603, 100 Stat. 3359) amended the Immigration and Nationality Act of 1952 to better control unauthorized immigration. Many members of Congress felt immigration was "out of control" because legal and illegal immigration had come to account for approximately thirty to fifty percent of U.S. population growth. Congress determined the best way to control immigration was to take away the incentive to enter the United States by preventing illegal immigrants from working or receiving government benefits. The Immigration Reform and Control Act provide sanctions for knowingly hiring an employee who is not legally authorized to work. It requires employers and states to check work authorization documents for every new employee or benefit applicant, including U.S. citizens, and to complete a related form. Many people were concerned that employer sanctions would lead to discrimination against legal immigrants or U.S. citizens who appeared foreign. To prevent such discrimination, the IRCA imposed penalties on employers who discriminated in this manner. The new employer sanctions, however, could cause great hardships for illegal immigrants who had been living and working in the United States for many years. The IRCA provided a program for certain illegal immigrants who had lived in the United States since at least January 1, 1982, to apply to become legal residents with the right to work. A different program allowed seasonal agricultural workers to apply for legal residency. Newly legal residents could eventually become citizens. ii. Provided an opportunity for illegal immigrants to become legal residents (one time amnesty). Penalties to employers who knowingly hired illegal immigrants. 2. Chapter 31

No longer sought political power and racial justice through the Universalists claim of the civil rights movement that “We are the same but for the color of the skin” instead they emphasized that the distinctiveness of black culture and society. ii. Many AA now looked more towards culture rather than to narrow political action for social change, rejecting euro American standards of beauty b. MA

i. 9 million Mexican Americans were highly concentrated in the southwest and California ii. Officially classified as whites by the Gov. – discrimination in hiring, pay, housing, schools, and the courts was common place. iii. i. Activists forced American society to hear their demands and to reform US gov policies toward native peoples ii. Like the other activists, they were greatly influenced by cultural nationalist beliefs—seeking to return to the “old ways” d. Betty Friedan & The Feminine Mystique

i. In 1963—signaled there was ample fuel for a revived women’s movement ii. It was false that women liked staying at home and taking care of children iii. Blamed society and women for not standing up for themselves e. women and sports in 1970s

i. Got rights to privacy for doctors
ii. Title 9 – if you were a public university and did not allow equal rights for women then funds would be taken away iii. Funds for male sports are channeled to women sports
