The Public Libraries - Essay
The public libraries are a nation-wide necessary .A public library is a created organization, supported and financed by the community. It gives access to the knowledge, to information and to a series of resources and of services that are equally accessible to all the members of the community without race distinction, of nationality, of age, of sex, of religion, of language, of physical statute. The public libraries play an important role in the democratic progress of a community while giving to the individual’s access to a wide range of knowledge, of ideas and of opinions. So, closing a public library will be a disaster because it furnishes resources and services in all the types of media to reply to the needs of the individuals regarding education, information and personal development all for free.
Public libraries are organism open to all that give access to the knowledge under printed or electronic form to support in order to support the definite and informal education. They furnish documents in the fitting media to attend apprenticeship. Librarians can help the user to use efficiently these resources, as well as to offer installations that allow the public to study. The public library gives access to a rich funds and varied knowledge and creative realizations that the individuals are not able to obtain themselves. Furnishing an access to the big collections of the literature and world-wide knowledge always constituted a unique contribution of the public library and still remains one of its vital functions. The access to the works of the imagination and knowledge is an important contribution to the personal development and an activity of enriching leisure. The capacity to attain information and to do an effective usage characterizes the public library. When it is possible, the public libraries work in cooperation with of other institutions of education as they teach to use the resources of information.     The information society development demands to re-define the position and objectives of all the institutions which work with information, knowledge, and culture. Of these, media and education have been discussed in the European Union actively. Libraries have been a marginal theme. The situation is changing. Libraries have been identified as one of the key elements for open access to information, which is crucial to democratic information society development. In October 1998 the European Parliament adopted an own-initiative report "The Role of Libraries in Modern Societies", the first library policy paper in the EU. It defines the need for the most important pan-European actions on library field. First, the general development of the information society is pushing to re-evaluation of all the institutions which work with information, data, and knowledge - indirectly also with culture. In this connection the roles of education and media have been discussed already quite largely also in the European Union. But libraries - as well as other memory institutions like archives and museums - have not been considered. Still, there is a clear need in the information society to maintain an institution which is concentrating in collecting and organizing information and offering general access to it. Until now, this work has been underestimated, but I argue the situation will change! Libraries are especially important now when the whole idea of education is stressing more and more independent learning and acting. All citizens must be able to find and use information. It is the key raw material - but it is a zero resource, if there are no access points to it and if documents are in chaotic order.
