Which is the most effective way of managing healthcare in Singapore? Explain your answer. [13]
The individual is only an effective way of managing healthcare in Singapore. This means that all Singaporeans have to be self-reliant in paying for their healthcare expenses and should lead a healthy lifestyle. Although Singaporeans can use Medisave and Medishield to pay for their own medical bills, they will only use medical services when they really need. They would want to stay healthy through regular exercise and a well-balanced diet to save on medical expenses. The individual lightens the government’s burden of dealing with the rising cost of healthcare. As a result, the individual is an effective way of managing healthcare in Singapore.

Another effective way is the government. This means that the government gives subsidies to government hospitals, polyclinics and some nursing homes for the elderly to ensure basic healthcare services are available for all Singaporeans. The lower-income group (LIG) receives the most subsidies...
