The Problem

The main objective of the study is to analyze the readiness of Polytechnic University of the Philippines (PUP) and Maritime Academy of the Philippines (MAAP) to Institutional Quality Assurance through Monitoring and Evaluation (IQuAME) by CHED and to propose some governance and management schemes. Specifically, this study sought answers to the following questions: 1.What are the profiles of PUP and MAAP in terms of:

1.2Mission, and
2.How prepared are the two (2) Higher Educational Institutions on the IQuAME program of CHED in the following areas: 2.1 Governance

2.2 Quality of Teaching and Research

2.3 Support for Students

2.4 Relations with the Community

2.5 Management of Resources

3. What are the problems encountered in the implementation of the performance measures of IQuAME? 4. What are the governance and management schemes that may be adopted to assist the school administrators to the field of public administration?

Research Methodology

The study utilized the descriptive method of research. The respondents of the study are the Administrators (VPs, Directors, University Deans, Program Heads/Chairs, managerial and supervisory employees), faculty members, and the students of PUP and MAAP.

The instruments used were a self-made questionnaire using IQuAME instrument complemented with interviews from the respondents. Questionnaires were distributed to respondents after the proponent sought a written permission from the President of PUP, Dr. Dante G. Guevarra, and from the President of MAAP, VADM Eduardo Ma R. Santos.

After permission was granted, she administered and retrieved the questionnaires from the target respondents. After the retrieval of all the accomplished questionnaires, the data were then coded, summarized, and tabulated for statistical analysis and interpretation. Findings

The study revealed the following significant findings:

The mission of PUP in the 21st Century is to provide the highest quality of comprehensive and global education and community services accessible to all students, Filipinos and foreigners alike. It shall offer high quality undergraduate and graduate programs that are responsive to the changing needs of the students to enable them to lead productive and meaningful lives. PUP commits itself to: a. Democratize access to educational opportunities; b. Promote science and technology consciousness and develop relevant expertise and competence among all members of the academe, stressing their importance in building a truly independent and sovereign Philippines; c. Emphasize the unrestrained and unremitting search for truth and its defense, as well as the advancement of moral and spiritual values; d. Promote awareness of our beneficial and relevant cultural heritage; e. Develop in the students and faculty the values of self-discipline, love of country and social consciousness and the need to defend human rights; f. Provide its students and faculty with a liberal arts-based education essential to a broader understanding and appreciation of life and to the total development of the individual; g. Make the students and faculty aware technological, social as well as political and economic problems and encourage them to contribute to the realization of nationalist industrialization and economic development of the country; h.
