Westport Building Observation
I performed my security lighting survey on the Westport Building of John Jay College, located at 500 W 56th St, New York, NY 10019. During my observation, I discovered that all the perimeters of the building are lighted. According to a maintenance employee at Westport, the lights are checked several times daily prior to darkness and maintenance workers must sign off that they have completed that task for the day. Extra lighting is available at every entrance and exit. Extra lighting is also available in every staircase which ensures that criminal activity can be deterred within the staircase. There is protective lighting adequate on the perimeter of the building. The lighting of open areas within the perimeter is also adequate. However, shadowed areas do exist in the student seating areas located behind a wall. The security guards are protected by the lighting and it allows them to see clearly what is going on around them. The gates on the side of the building where the dumpsters are located have illuminated lights focused on the dumpsters. Critical areas such as the network sever room and the hvac room is well illuminated. An auxiliary power source is available with backup standby units which is critical if there happens to be a light shortage. Guards are also equipped with powerful flashlights in case of a light shortage. From my observation, one more fluorescent light bulb should be placed in the student seating areas that are located behind walls. The extra lighting can make it a little safer for students. According to the security guard on duty, they must immediately report any light outages to the command center in the New Building located on 524 West 59th Street, New York, NY 10019. According to a maintenance employee, burn out light is replaced immediately by a maintenance employee. Open areas around the Westport building are sufficiently lighted to discourage illegal or criminal acts against pedestrians. Hallways and entrances are well light when building is open at night. This creates a safe environment for students who go to school at night. According to Fennelly (2017), fluorescent light bulbs have a CRI of 100 percent and a high efficiency.     Upon entry the door was locked and a key card was required for this single point of entry. There were security cameras outside of the building. There was a dumpster outside that was not secured, which could allow anyone access to sensitive information. Locking the dumpster or placing it in a secured location would mitigate this risk. The receptionist did not ask me to verify my identity. The receptionist should be required to verify the identity of everyone entering building to prevent a person from entering the building that isn’t authorized. There was a security room with security personnel viewing the monitors. Office 1-1 had a post it note taped to computer monitor with names that could be passwords. Increased password security should be implemented to reduce the risk of someone hacking into a system. Both office 1-1 and 1-2 had fingerprint scanners, which increases access control. In office 1-2 there was an unattended paper shredder, which should be secured due to sensitive information. In the hallway there was a security camera and a utility box but the wire cabinet was not locked. As such, anyone can access the hardware inside.     I understand that the majority of places of worship are funded through public donations and congregation but if none of those who donate feel it is a safe place they can practice their religion, there is not likely to be anyone in attendance and the place of worship will fade anyways. I do not feel these places must have an “around-the-clock” professional security team watching surveillance cameras, as that can get very expensive but to ask for volunteers from the local community is not unheard of. If the place of worship had the ability to add more lighting around the outside of their building and perhaps a few surveillance cameras, whether they are monitored “around the clock” or not, I believe crimes such as arson or bombing would lessen. With enough lighting, the cameras can then cause the criminals features to be more discernable. With even somewhat clear images of the criminal, the place of worship can then ask for aid from the local community in capturing the one responsible.
