Literature Review on African American Women in Law Enforcement

Introduction

This literature review analyzes the problem of underrepresentation of women in top executive positions in law enforcement in the state of Georgia. The study will provide an analysis of the gaps, trends and various occurring problems both in the past and currently regarding how African American Women have been underrepresented in law enforcement agencies. History of the Black women in these job positions will be addressed providing a comparison with their white women and men in general occupying these positions. Historical perspective will trace back these issues from the period of 1900. Also discussed is how diversity at the work place has affected AAW and their performance. Specific concern will be placed on how race and gender have been a hindering factor to their performance. A major issue that affects law enforcement agencies has been the glass ceiling and how over time has been used to hinder AAW at work place. The paper deeply analyzes challenges and various barriers that face women from obtaining promotions of executive positions in law enforcement.

Recruitment of AAW and members of the diverse groups has been one of the major concerns and still a priority of law enforcement. They have not only been underrepresented but entirely been discriminated and programs initiated that barricades the AAW from advancing in the system. Both the government and society has contributed to this problem while the culture long created by men concerning the place of women in law enforcement positions being a difficult barrier to break.     Throughout policing history women and minorities have played roles in the equality opportunities in the workplace legislation. During the Nixon Administration the federal government began to push employers on obtaining a good faith effort to employ women and minorities and track to their progress. In 1969 the act “Executive Order” was passed by President Nixon which stated that the federal government could not use sex as a requirement for hiring which changed policing within the Federal Bureau of Investigation and municipal police departments.     This paper will denote a walkthrough of the history of women in policing. According to our reading the history of women working in law enforcement has been in effect for more than 100 years, since 1845 when New York City hired its first female police officer. In 1888 Massachusetts and New York both passed legislation to hire woman officers to take care of female prisoners.
