Respondent Williams stated that he met with Complainant Lockner to reconcile two reports and several discrepancies he wanted to discuss. Complainant Lockner opened the discussion by explaining some information that Respondent Williams did not believe was "germane" to their meeting. Respondent Williams stated that he and Complainant Williams immediately disagreed on several findings. Respondent Williams stated, "I was curt, rude and frustrated with Complainant Lockner, but I do not recall raising my voice or being aggressive."

Respondent Williams further stated, "I had my own agenda and I asserted it. That was aggressive, but I don't believe it was inappropriately aggressive. I merely changed
