Respondent Williams stated that he met with Complainant Lockner to reconcile two reports and several discrepancies he wanted to discuss. Complainant Lockner opened the discussion by explaining some information that Respondent Williams did not believe was "germane" to their meeting. Respondent Williams stated that he and Complainant Williams immediately disagreed on several findings. Respondent Williams stated, "I was curt, rude and frustrated with Complainant Lockner, but I do not recall raising my voice or being aggressive."

    The doctor-patient relationship is central to the practice of medicine and is essential for the delivery of high-quality health care in the diagnosis and treatment of disease. A patient must have confidence in the competence of their doctor and must feel that they can confide in him or her.
