I agree to a certain extent that encouraging individual responsibility is only a way to prepare Singaporeans for their old age.

1. Challenges to a Declining Birth Rate

Why did the government want to promote population growth from the 1980s? Explain your answer. [12] – No given factor

One reason was the government was afraid that Singapore was unattractive to the Multinational Corporations (MNCs). This meant that MNCs would have difficulty hiring enough talented Singaporeans when its population is small. It also made Singaporeans more expensive to hire compared to more populous countries like China and India. In addition, MNCs would find it difficult to sell their products in Singapore which has a small population size. MNCs in Singapore would relocate and potential MNCs would avoid investing in Singapore. As a result, unattractiveness of Singapore to the MNCs made the government want to promote population growth from the 1980s.

[NB: ‘loss of Singapore competitiveness’ can be used to replace ‘unattractive to MNCs’]

Another reason was an ageing population. This meant that a slow population growth would result in fewer babies born each year and fewer young people in the population. The percentage of old people in the population will be more than that of the young people. More resources will have to be used to take care of the increasing number of senior citizens. For example, support hand-bars will have to be built in public toilets. There will be lesser money to spend on projects to attract investors to Singapore.
