Chapter I-INTRODUCTION

1. Project Background

Information technology has played a vital role throughout the world and so in our country. Short Message Service (SMS) is the text communication service component of phone, web or mobile communication systems, using standardized communications protocols that allow the exchange of short text messages between fixed line or mobile phone devices. The use of SMS as data application in the world is enormous, with 2.4 billion active users, or 74% of all mobile phone subscribers. Therefore, there is the need of a significant alternative to this conventional system in the delivery of trusted elections. This paper develops an SMS Based Voting System that can be used in conducting a trustworthy, secure and robust election. This will allow a fully automated SMS Based Voting System where electoral vote counts are done instantly by the end of Election Day. The design requires the use of a national SIM card module during the electoral process. Using the design for a typical election scenario, the evaluation results show a Voting System that can be used for efficient processing and fast delivery of result within less than 24 hours.

2. Project Scope

The proposed system is intended to implement an SMS based Voting System and Information for the Supreme Student Government of Surigao del Sur State University.

The proposed SMS Based Voting System (SBVS) aims to:

➢ Facilitate an efficient voting system for the Supreme Student Government

➢ Have a fast and accurate voting system with less time and effort in a sophisticated manner.

➢ Provide security in keeping votes of the student voters.

➢ Deliver voting results reliably and hassle free.

3. Purpose of the Document

The researchers conducted the system study with the Supreme Student Government of SDSSU to develop and automate their existing manual system. The document intends to discuss the flow of the SMS Based Voting System for a trustworthy, secure and robust election.

Chapter 2 - System Study/Overview

2.1 Scope of the Study

This study covers the implementation of SMS Based Voting System for Supreme Student Government of Surigao Del Sur State University .It will be conducted during the academic year 2012-2013.

The SMS Based Voting System for Supreme Student Government of SDSSU focuses on sending votes through text directly to the students. It involves the information of the candidates to be elected as officers.

The Stakeholders covered under the study are:

➢ Students

➢ SSG Elected Officers

➢ Electoral Candidates

➢ Head Student Affairs and Services

2.1 Objectives of the Study

After finding and knowing the problems, the researchers have formulated the objectives in pushing through the development of the system. The main purpose of the study is to automate the existing electoral process. The main objectives of this study are the following:

➢ Develop a program or system study that will help the SSG to automate the electoral process.

➢ Inform directly the student voters of the newly elected officers.

➢ Access electoral roll data on student’s mobile phone through SMS.

➢ Provides security in keeping votes of the student voters.

➢ Help the student to vote without hassle.

➢ Deliver voting results reliably and more quickly.

2.2 Approach of the Study

After identifying the stakeholders of the system, the researchers have conducted an interview to the SSG Officers to gather the relevant information needed to build a system.

2.3 Period of Study

This Study covers the implementation of the SMS Based Voting System for Supreme Student Government of SDSSU, located in Rosario, Tandag City. It will be conducted during the academic year 2012-2013.

The SMS Based Voting System for Supreme Student Government of SDSSU focuses on sending a vote through SMS directly to the Elections Committee. It includes the information of sending a vote through SMS.

The details of the agencies studied/interviewed are given below:

3.2 Role of the Stakeholders: ➢ Students Who elect/Select the candidates to their respective position. ➢ SSG Officers Make rules and regulations to facilitate the programs of the University. ➢ Electoral Candidates Who vie for the SSG positions. ➢ Head Student Affairs and Services Conducts election and approves the program proposals.
