Emergency Outage of Mundra-Sami Ckt-2 APL dated on 04.05.2014.

APL O&M Mundra Send Mail to SLDC Gujarat / WRLDC at 17:39 hours on Dt.03.05.2014 Requesting to take Emergency Outage of Mundra - Sami Ckt-2 from 06:00 to 09:00 hours.
At 18:23 hours on Dt.03.05.2014 SLDC Gujarat replied if required all STOA and collective / bilateral transactions from APL shall be curtailed. It is requested that during this outage period power flow on HVDC shall be maintain 2000 MW.

At 04:16 hours on Dt.04.05.2014 APL O&M replied if system constraint is there APL will be ready to curtail its STOA / MTOA transaction.

With respect to above SLDC SIC Curtail APL STOA & MTOA to 0 MW from 09:00 hours to 12:00 hours for the Dt. 04.05.2014.

From 07:00 hors to 13:00 hours SLDC Haryana changed HVPNL requisition and back down 500 MW from APL-3 to HVPNL DC (i.e. 1470.39MW). In APL-3 TNEB & BSEB curtail to 0 MW from 09:00 hours to 12:00 hours Dt. 04.05.2014, due to this Curtailment APL-3 total schedule goes below technical minimum so APL request to SLDC SIC to restore MTOA TNEB 200 MW but SLDC SIC refused to restore TNEB as HVPNL might restore its LTOA during specific period of time.

At 08:36 hours APL RMDC sent mail to HVPNL requesting that APL will surrender 300 MW only due to curtailment its STOA & MTOA stating reason APL-3 total schedule goes below technical minimum for the time period 09:00 to 12:00 hours.

In reply HVPNL accept our request & revive 200 MW from total back down of 500MW in APL-3 w.e f 09:15 hours .But SLDC SIC denied to revive 200 MW from APL-3 due to line constrain & also threaten APL that your outage will be cancel if the above quantum will be revive for the specific time period.

APL-2 Mundra-Sami Ckt-2 line taken out from service at 09:22 hours

APL-2 Mundra-Sami CKt-2 line taken in service at 12:12 hours.

Relay operates to isolate fault detected with the least interruption to service by controlling the circuit breaker when irregular form grow. A massive blackout had occurred in Sumatera few years ago. Early investigation discovered the blackout was caused by generator tripping even though there was nothing wrong with the generator. So this experiment focus on to study the factor that affects the sensitivity of the relay, to implement the right coordination of relay for the main protection trip first and to investigate the factors that leading the miscoordination of the relay. When a fault occurs in system main relay will trip first when plug setting at main relay is lower than backup relay and lower plug setting increase the sensitivity of relay toward fault current. In the other hands, main relay failed to trip when time multiplier setting at backup relay below than 0.75 when relay operating time for main relay higher than backup relay and the time taken for main relay to isolate the fault are longer than backup relay. Besides that, main relay failed to isolate the fault when plug setting for main is lower than backup relay when the coordination at main relay toward fault current is higher than backup and the backup relay is more sensitive than main relay to isolate the fault current. Inconclusion, main relay needs to trip first when there are fault occur in the system and main relay must have higher sensitivity than backup relay.…
