As early as the 11th Congress, House Bill No. 8110 was already filed, proposing to establish an integrated population and development policy through a law which is supposed to be known Integrated Population and Development Act of 1999. During the 12th Congress, House Bill No. 4110 was filed, seeking to establish a reproductive health care act, or The Reproductive Health Care Agenda Act of 2001. The following bills were filed during the 13th Congress: Senate Bill No. 1280 (13th Congress), proposing The Reproductive Health Care Act, and House Bill No. 16, or the Reproductive Health Act of 2004 (House Bill). Senate Bill No. 3122 (The Reproductive Health and Population and Development Act of 2009) and House Bill No. 5043 (14th Congress) (Reproductive Health and Population Development Act of 2008) were filed during the 14th Congress. H.B. 5043 is in substitution to H.B. Nos. 17, 812, 2753 and 3970. None of these bills were passed.
In the 15th Congress, Senate Bill No. 2378 (15th Congress) was filed in the Senate by Sen. Miriam Defensor Santiago, while the following bills were filed in the House of Representatives: House Bill No. 96 (15th Congress) by Hon. Edcel C. Lagman, House Bill No. 101 by Hon. Janette Garin, House Bill No. 513 (Hons. Kaka Bag-ao and Walden Bello, Akbayan), House Bill No. 1160 by Hon. Rodolfo G. Biazon, and House Bill No. 3387. (Hons. L.C. Ilagan, E.A. De Jesus, Gabriela Women's Party). These bills were subsequently consolidated and substituted by House Bill 4244 (15th Congress).

.B. 4244, which proposes a law which shall be known as the The Responsible Parenthood, Reproductive Health and Population and Development Act of 2011, provides for a comprehensive policy on responsible parenthood, reproductive health, and population and development, and for other purposes. Responsible Parenthood refers to the will, ability and commitment of parents to adequately respond to the needs and aspirations of the family and children by responsibly and freely

It seems hard tothink as to why some people are still against it when almost the entire world has been practicingcontraception, family planning and such. This paper will try to examine the real issues involvedand why the proposed bill has divided our country once again.The House Bill No. 5043, more commonly known as the Reproductive Health Bill of 2008, which is in substitution to House Bill Nos. 17 (Adolescent Reproductive Health), 812(Reproductive Health, Responsible Parenthood and Population Development), 2753 (Women'sRight to Know Act) and 3970 (Bill Enhancing the Philippines’ Labor Dispute SettlementSystem) was introduced during the first regular session of the 14th Congress by Honorable(s)Edcel C.     I am in favor of the Reproductive Health Bill/RH Bill, not because I don’t believe in God or I disobey His rules but let’s open our eyes on our countries status. As of now our country is growing and continues to grow. We are in number 65 out of 144 economies in the world. But, as you can see, we are still behind when regards to economic growth. I don’t believe those who say that over population is not a problem. Because, I do believe that overpopulation is a big, big problem. The Philippines is having a large population. And this large population is admittedly one of the main causes of our poverty since the government had difficulty in addressing the needs of its people. The population of the Philippines makes it “the 12th most populous nation in the world today”. RH Bill assures the availability and access to a full range of methods, techniques, supplies and services that contribute to reproductive and sexual health and well-being. With these, our number will become manageable and eventually, our country will be in progress. RH bill doesn’t promote abortion but it rather prevents abortion. The RH bill protects the life of the both the mother and the baby in her womb. Supporting the bill is more PRO-LIFE. Life begins at fertilization. Therefore, if there’s no fertilization, there’s no life. The use of artificial contraception is not taking away life because life has not yet started.…
