INTRODUCCION Uno de los principales problemas que surgen del desarrollo de computadoras poderosas y baratas es que no involucra a la tecnología sino a la administración y a las instituciones. Una cosa es utilizar la tecnología de información para diseñar, producir, entregar y mantener nuevos productos, y otra cosa es ganar dinero haciendo esto. ¿Cómo pueden las empresas obtener ganancias considerables de sus inversiones en los sistemas de información? Llevar a cabo cambios masivos en la organización y los sistemas con la esperanza de posicional estratégicamente a la empresa es complicado y caro. Puede esperarse que los directivos de la alta gerencia se formulen las siguientes preguntas: ¿Estamos recibiendo la recuperación sobre la inversión correcta en nuestros sistemas?, ¿Nuestros competidores ganan más que nosotros? Determinar los costos y beneficios de hacer un sistema es bastante complicado, seria insano considerar si el esfuerzo total en sistemas “valió la pena”.
