PHILIPPINE REBUPLIC ACT 2437
“AN ACT PROHIBITING THE ENTRY OF MINORS IN INTERNET CAFES OF COMPUTER RENTAL SHOP/COMPUTER GAMING SHOPS OR CENTERS, PHOVIDING PENALTIES FOR VIOLATION THEREOF AND FOR OTHER”
SECTION I: SHORT TITLE This act shall also be known as the “INTERNET AND VIDEO-GAMING BAN FOR MINORS OF 2010”

SECTION II: POLICY
It is the policy of the state, consistent with the Constitution to promote the general welfare, to safeguard the interest of the in and out of school youth and the entire young populace. For this purpose, the government shall institute a balance policy whereby the use of technology such as internet café’s videogame shops and the likes, be regulated in order to promote education and preserve the culture of Filipinos and at the same time ensure that the interest of business and stakeholder are not adversely compromised.

SECTION III: PURPOSE
It is the main thrust of this Act to:

A. Prevent minors especially the student from hanging out at some Internet cafés and videogame shop/centers and other related establishments thereby promoting the sphere of education; B. Prevent the youth from excessively playing videogames thereby shielding them from becoming video game addict which cause the commission of crime by reason of desperation for money to feed their habit; C. Protect the minor for being the object of sexual exploration by paedophiles, foreign or local;

SECTION IV: DEFINITION OF TERMS
As used in this Act, the following shall mean:
A.PERSON- refers to an individual, partnership, corporation or any other business or legal entity;
B.MINOR- refers to a person below 18 years old.
C.INTERNET- refers to the worldwide system of computer networks in which a user at any computer can directly get information from any other computer in the network.
D.INTERNET CAFÉ- a place of business that has a number of networked personal computers with access to the internet for surfing, chatting, e-mailing and research this is

    Due to the unpleasant effects on children, online games should be banned by the government. Firstly, online games totally distract children from studying. Instead of listening carefully to what teachers say in class, young gamers often think or chat with their friends about how they can improve their ability in the games or where are they going to hang out in their cyber world and so on. Moreover, after school, they just go straight to the computers, ignoring their homework and lessons to review, letting their grades lower more and more. The best example for this case is me. I was in grade 7 when I started being addicted to one of the online demon software. I completely stopped paying attention in class and countdown to my free time to spend on the game, and the consequence of it surprisingly made me drop from the top ten students in class to the bottom ten. Apart from the in-class distraction and irresponsibility, online games cost a great deal of money. The longer children spend time on it, the more money it takes. This doesn’t only mean the costs of home internet service or internet café usage, but also the games themselves have to be top up with money. Altogether it costs more than 500 baht a week, which is considered very excessive. Though ‘Money’ is not a big deal, ‘finding money’ really is. According to Ms. Yu-Jin Lee, an experienced news reporter from ABC Thailand, online games are the major cause for the current increasing number of children crimes. ‘Children commit more crimes nowadays for money to play games, such as stealing, robbing or even trade their bodies’, said Ms. Lee. The final and the most important reason is that online games unbelievably cause social problems. People might say that online games can reduce children’s stress from the school or can even be a good family activity. However, playing game is not the only alternative. Sports, music, picnic and so on are considered better and making more sense. Many youngsters get more addicted and…
