Let me start my article by giving a brief history on the foundation of the name “Christian”. Wikipedia explained that the name came from the Greek word Christianos, which means follower of Christ or “anointed one”. Others would say - a follower of Christ or a title given to a group of people that believes in Christ. This is also the name chosen for a baby who was born on December 25 and would soon serve the City of Malolos as its Mayor and would live up to his name Christian – a servant of the people.

His early studies were at the Holy Spirit Academy of Malolos and continued his high school education at the Immaculate Concepcion School for Boys. Christian is a consistent outstanding student during his elementary and high school days. He earned his Bachelor of Science in Commerce, Major in Business Administration at the University of Sto. Tomas and later on pursued Bachelor of Laws at the Far Eastern University.

There was this story that at the age of six, he already had this vision of becoming a leader of the City of Malolos. It was said that when he was in elementary, they were asked by their teacher to illustrate what they want to be in the future. Christian drew a man on a stage standing in front of a crowd. His teacher, Ms. Maclang asked him to explain his work, he stood up without hesitation and confidently said that “Gusto ko pong maging Mayor (I want to become a Mayor)”.

In high school he became the student council treasurer, who is in charge of collecting dues and settling obligation. In his early age, he already practiced transparency and knew the importance of public trust.

Being a son out of wedlock, he took the responsibility to build a better future for his family. Christian sold encyclopedia, he worked as waiter and even joined different bands just to support his own and his brother’s schooling. At the age of 20, Christian was elected councilor of the City of Malolos – he was both number 1 in the 1998 and 2001 election and the youngest councilor during that time. He also served as Provincial Board Member in Bulacan. After which, he ran for Mayor in Malolos but was defeated by the incumbent Mayor. It was an excruciating experience for a young man.     It is said that effective teacher will use both assessment and evaluation regularly to improve student learning and to guide instruction. Indeed, both have pivotal roles in the teaching-learning process yet, somehow they do differ in many ways. Assessment and evaluation measure whether or not learning and/or learning objectives are being met. One could look at assessment and evaluation as the journey (assessment) versus the snapshot (evaluation). (Sue Watson, 2009) Assessment requires the gathering of evidence of student performance over a period of time to measure learning and understanding. Evidence of learning could take the form of dialogue, journals, written work, portfolios, and tests along with many other learning tasks. Evaluation on the other hand occurs when a mark is assigned after the completion of a task, test, quiz, lesson or learning activity. Assessment would be a review of journal entries, written work, presentation, research papers, essays, story writing, tests, exams etc. and will demonstrate a sense of more permanent learning and clearer picture of a student's ability. The overall goal of assessment is to improve student learning. Assessment provides students, parents/guardians, and teachers with valid information concerning student progress and their attainment of the expected curriculum. Assessment should always be viewed as information to improve student achievement. Effective assessment is a continuous process. It's not simply something that's done at the conclusion of a unit of study or at the end of a lesson. Effective assessment and evaluation are integrated into all aspects of the curriculum, providing both teachers and students with relevant and useful data to gauge progress and determine the effectiveness of materials and procedures.
