Kelly has been vague about what happens when Vick is able to play. After first saying Vick would remain the starter, Kelly said this week he would evaluate "everything" once Vick was healthy.
The first-year NFL coach was asked Thursday if he believed a player could lose his starting job because of injury.
"I think it all depends on the individual situation," Kelly said.
Foles can make the situation even more interesting with a strong performance against Dallas.
