On 6/22/2015 at approximately 1752 hours at the Lower Buckeye Jail located at the address listed above, while conducting a security walk in T12 A Pod, while I was conducting a Security Walk, two inmates started fight near cells A21-A19. I made a radio call to security control for an Inmate-Inmate fight T12 A Pod top tier.

When I approached the cell I observed Inmate Belford, Daminis booking number T151776 fighting with Inmate Putnum, Makai booking number T154462 in Cell A20. While waiting additional Officers to arrive I ordered both inmates to stop fighting. I then proceeded to pull out my O.C. canister informing both inmates that if they didn’t stop fighting I was going to spray them both. Inmate Putnum exited the cell while Inmate Belford sat in the back of the cell. Both inmates were placed into handcuffs and escorted out to 1 core without further incident.

Inmate Belford refused medical attention at 1757 hours in the 1 core medical clinic, signing a refusal form for RN Lem HS641. Inmate Putnum refused medical attention at 1800 hours in the 1 core medical clinic, signing a refusal form for RN Lem. …show more content…
On camera C2108 at 1750 hours after I walked past cell 20 Inmate Putnum approached Inmate Belford while he was squatting in the cell doorway and pretended to strike him with a closed fist. Inmate Putnum then returns to his cell doorway. At 1752 hours I can be seen removing a trash bag filled with water from Inmate Belford’s cell and continuing my security walk down the top tier. After a few seconds Inmate Putnam approaches Inmate Belford and they exchange words. Inmate Putnum pushes Inmate Belford in the chest with both hands. Both inmates then started to strike each other with closed fists in front of cell 20. After several seconds both inmates enter cell 20 still hitting each other with closed fists. I arrived at cell 20 and gave both inmates orders to stop

    Riots and disturbances in prisons are not a new phenomenon in the United States and in the past decades there has been a continuation of these destructive and violent events. The prison riot at a phenomenon can be used in a number of ways. The term riot can be defined as the act of inmates taking control of a significant portion of a prison or correctional center for a significant period of time (American Correctional Association, 2010). Also, the term disturbance is considered a step down from riot because there are fewer inmates involved and there is no control or minimal control of a small portion of the correctional facility by inmates (American Correctional Association, 2010). One of the longest prisoner riots in the history of the United States occurred at the Arizona State Prison Lewis Complex in the Morey Unit. Located in Buckeye, Arizona the Morey Unit is designed to hold 800 prisoners of various security levels from low, medium, too high. This situation in the Morey Unit started in the early morning of January 18, 2004 in the kitchen where two inmates overtook civilian kitchen staff and correctional officers with prison made knives and shanks. The inmates who initiated this hostage situation was Steven Coy and Ricky Wassenaar, during this 15 day standoff two correctional officers were taken hostage, one female and one male. During the standoff the correctional officers were assaulted physically and sexually, but were eventually released alive. This riot and disturbance in the Morey Unit started as an escape attempt inmates Coy and Wassenaar, and when that plan got skewed it then turned into a long hostage situation, during which they were able to gain access to a guard tower with rifles and ammunition. The Morey Unit hostage situation could have been mitigated with four major methods of improved security measures, proper amount of staff and training, more experienced officers, and reduced overcrowding.…

    In 1971 the Attica Prison, located near Buffalo, New York, erupted into a riot (“Riot at Attica Prison”). Many of the inmates at the correctional facility had strong emotions about the treatment they and others were receiving at this prison. Physical brutality, lack of medical treatment, and poor sanitation were just a few points of interest the inmates wanted to see change (Berman). On the morning of September 9, a minimal amount of prisoners overpowered guards and seized control of a prison gallery (“Riot at Attica Prison”). After access was granted to this prison gallery, the prisoners were able to access all areas of the correctional facility. It was at this time all 2,200 prisoners went into a rebellion, brutally destroying the facility. However, by 10:30 a.m., state police with the help of the National Guard regained control of most of the prison without any lives lost (“Riot at Attica Prison”). The only area remaining to regain control of was the D yard, and in an attempt to do just that, state police, as well as the national guard, tear-gassed everyone located inside this area (Berman). Frank Smith, an inmate who resumed the job of a guard during the prison riot was in yard D at the time of this occurrence. “The first thing I seen and hear was a helicopter circling over the yard, you know, and then gas, and then a loudspeaker, ‘Put your hand on your head and you won't be harmed,’” Frank Smith recounts in a interview with PBS (Douglass). The information Frank Smith provided at that time helped the citizens, who were not present at the time of the riot, to fully understand the events that had taken place. After state officials agreed to the inmates demands, they regained control of the correctional facility returning the prison to normal.
