The successful completion of this school based assessment would not have been possible without the assistance of my teacher and the community of Morne Delice, St. Paul’s. Mrs. Sylvester guided me during the entire process and also provided helpful and useful insights into the topic chosen. The community members successfully completed the questionnaires and returned them on time. Additionally, I would also like to acknowledge my family members for their encouragement and support. They were very instrumental in assisting me with the distribution and collection of the questionnaires.

Introduction

The community of Morne Delice in St.Paul’s is a relatively small community in the parish of St. George. The community is known to have a high number of juvenile delinquents and consist of approximately one hundred twenty households.
I have been a resident of this community for the past fourteen years. During this time, and more recently I have observed a number of delinquent behaviour in the area. Additionally, from the local new releases and from talks from the villagers, the community has been noted for such behaviour. Among some of the most noticeable delinquent activities from individuals under the age of eighteen years (18 yrs) and under are the use and selling of illegal drugs, illegal gambling and violent crimes.

    Juvenile delinquents are minors from the age of 10-18. When going to a juvenile adjudication, there are two categories. The first category is when a minor does an action that an adult would do. Those actions include car theft, burglary, breaking the code of conduct, and assault. Once you get charged with one of those crimes, the parent must pay the court fee. The second category is when a minor does actions their ages. Those actions include minors out past curfew and missing school for a long period of time without an excuse. Punishments are not too harsh. You only pay a small fine. When you turn 18, you do have a chance of getting these actions off your permanent record.     TYC has a long history of mistreating and abusing the youth that they house in their facilities. The employees and providers who run the care of these juvenile prisons not only neglect the needs of the youth imprisoned there, but also take advantage of the fact that these kids have nowhere else to run too. There have been multiple cases involving TYC employees and TYC inmates that were never brought to light, because of lack of supervision given to the facilities by the Texas government. When a child is harmed or obtain physical pain or injury, it is something that produces a reverberating sound with the community and it is something that is of growing concern.     Juvenile Delinquency is the participation of illegal behavior by a minor who falls under a statutory age limit. A delinquent is a minor who commits a crime or a status offense. A status offense is conduct that is illegal only because the child is under age i.e. smoking cigarettes (Senna 10, 20). The cases of Eric Smith, Lionel Tate, and an unidentified NJ child are similar only because, they are guilty of killing another child, but the Criminal Justice System treated and punished them very differently. In August 1993 in Savona, New York 13 year old Eric Smith killed 4 year old Derrick Robie. Smith lured Robie into the woods and strangled, beat with large rocks, and sodomized Robie. Smith was questioned by police and kept changing some details in his story. This made police believe that he knew more about the case than he was telling them. Smith confessed to his parents ' that he killed Robie. Smiths ' parents took him to the police. They didn 't consult with an attorney. Smith confessed to police that he killed Robie and was charged with second degree murder. The prosecutor didn 't offer Smith any plea deals. Under NY State Law defendants ' that were 13 at the time of the crime can be tried and sentenced as adults '. The prosecutor had the discretion to try Smith as a juvenile, but instead chose to try him as an adult. As a young child Smith displayed anger problems. He would throw tantrums ' and bang his head on the floor. Smith was a firebug and would kill small animals. He would hit his siblings and would punch things to let out his anger. In school Smith had a learning disability, speech problems and was left back. He was bullied a lot and it affected his self esteem. He had a very low self esteem. Smith 's mother while pregnant with him took tridione to control her epileptic seizures. Tridione can cause birth defects and may have caused physical and developmental defects in Eric.
