JLTV Program Analysis
The performance component of the Acquisition Program Baseline for the joint light tactical vehicle (JLTV) program is the most important to Acquisition, Logistics, and Technology. Performance is essential because the JTLV replaces the older High Mobility, Multi-Wheeled Vehicle (HMMWV) for both the Army and the Marines to meet evolving needs. The JTLV advances performance beyond the HMMWV to include armoring, new technology, reliability, and to fulfill mission-essential tasks1. JTLV performance capabilities are essential for HMMWV replacement. The JTLV will replace HMMWVs for both Army and Marine military services. HMMWVs were placed into use in the eighties during the Cold War. The HMMWV does not meet current or future performance capabilities without continued modifications at additional costs. Budget constraints from the Budget Control Act of 2011 could impact the performance of the JTLV. The JTLV would be at risk of underperforming if affected by costs. However, costs are an independent variable allowing for schedule adjustments in exchange for performance2,3. Varying the schedule permits the pursuit of JTLV technology readiness levels toward performance goals.
Modifying JTLV production could mitigate the potential impact of schedule adjustments and costs. The Army is reducing their forces along with the number of tactical wheeled vehicles. The Army and Marines could face additional cuts through the President and Quadrennial Defense Review1. These reductions may decrease the need for the previously projected number of JTLVs1. Also, adjusted annual JTLVs procurements could benefit sustaining JTLV performance objectives throughout the acquisition process by offsetting annual
