Fuqra's Strong Presence Near Bellevue, Washington
Fuqra had a strong presence near Bellevue, Washington at the time of the 1994 murders and is believed to have previously committed acts of terrorism against Indo-Pakistani targets in Seattle and Tacoma.
Fuqra had a significant presence in Seattle, Bellingham and Onalaska until the mid-1990s.
The presence in Seattle was established in early 1985, as the Colorado Fuqra was found to possess pictures of Fuqra members in the area. A FBI report from 1988 said that Fuqra had “nomadic” groups in Seattle, Portland and elsewhere.
On August 27, 1987, Fuqra operatives James Hobson of Pomona, California and Abraham Ben Benn of Huffman, Texas were in an automobile accident near Walkill, New York, Fuqra had a Quranic Open University office.

The files included texts about political assassinations, counter-intelligence, surveillance techniques and espionage. Hobson was later arrested in 1999 and 2001 for arms trafficking between South Carolina and New York.
Information From Fuqra-Affiliated Sources
Fuqra Source A said that the group specifically chose the area of Seattle because of the local populations of Indians, Hindus and Rajneesh.
Three Fuqra sources say that the West Coast operatives, including the Seattle branch specifically, focused primarily on targets related to the India-Pakistan region.
Sources A, B and C agreed that Fuqra would prioritize attacks on individuals who personally offended Sheikh Gilani or was seen as a competitor.
Source A said that the Seattle camp was a “sister” camp to the Colorado one led by James D. Williams. The Seattle camp was essentially a single entity with the Portland camp, as members alternated between the two.

Fuqra terrorist Stephen Paul Paster traveled to the address to secretly meet with him from July 3 to 5, 1990, in violation of the requirement that Paster get approval for traveling.
The addresses also show results for the last name of “Walker” and first initials of “E,” “R” and W.”
One of Stephen Paul Paster’s aliases is Stephen Walker. Another Fuqra-related identity is Elaine Walker, who was listed as an emergency contact for Robert Dean Greenwood, a possible alias and/or person associated with Stephen Paul Paster. Greenwood is suspected of involvement in the Portland bombing of 1983.
The Walker name may also indicate a link to Leland Walker, alias used by Glen Cusford Francis, the Fuqra operative who was convicted for murdering Rashad Khalifa in Arizona.
The Leland Walker alias was also likely used by a Fuqra operative using the names of Robert Wesley and Robert Johnson. He is a close associate of senior Fuqra terrorist Barry Adams (also known as Tyrone Junior Cole). Adams was convicted for his involvement in a 1991 bomb plot targeting two Indian/Hindu sites in
