Failure of the 'Oily-water' Drainage System at Aviation Bulk Fuel Installations
This Technical Bulletin is to advise Property Managers of the need to undertake an investigation of the integrity of the 'oily-water' drain from the Pumphouse to the Oil Interceptor. This Technical Bulletin is only applicable to aviation bulk fuel installations designed and constructed in accordance with the NATO Protected Bulk Fuel Installation (Vertical Tank Design).

INTRODUCTION
1. This Technical Bulletin is advisory. It recommends a course of action that Property Managers (PROM's) with responsibility for aviation bulk fuel installations constructed to the NATO protected design should follow, to check the integrity of the 'oily-water' drain from the Pumphouse to the oil interceptor. It should be noted that some aviation bulk fuel installations may have been designed and constructed to the NATO protected design but are not designated as NATO facilities. No work involving expenditure on an MOD account is to be entered into without authority from the Property Manager or the appropriate MOD officer for that location or facility. The patron of this Bulletin is the Defence Fuels and Lubricants Distribution Committee. This Bulletin should be brought to the attention of all Top Level Budget Holders (TLBs), Project Sponsors, Defence Works Advisers, PROMs and Officers/Managers with responsibility for aviation bulk fuel installations.     M969 5,000-Gallon Semitrailer. The M969 5000-gallon semitrailer is a fuel dispensing semitrailer used primarily for refueling ground vehicles. The M969 has the same bulk delivery and self load capabilities as the M967. It has a 5000-gallon capacity and weighs 15,000 pounds empty and 48,950 pounds full. The M969 has the same dimensions and can be towed and transported in the same manner as the M967 tank semitrailer. The tank body and auxiliary engine and pump assembly are identical to that of the M967. TM 9-2320-356-12&P gives detailed information on this tank semitrailer. In addition to the equipment included with the M967, the M969 includes equipment required for automotive refueling and limited aircraft refueling. This equipment is mounted on the sides of the vehicles. There is a filter/separator, pump and engine compartment, engine fuel tank, landing gear crank, and landing gear ground board on the curbside of the vehicle. There is also an emergency valve shutoff, hose trough, and battery compartment for two batteries on the curbside of the vehicle. There is a hose trough, portable grounding rod, landing gear ground board, toolbox, control panel, manifold assembly, and hose reel cabinet on the roadside of the vehicle. The filter/separator is rated at 300 GPM and 15 psi. It has three filtering stages. In the first stage, 15-filter elements remove solid particles and coalesce any water in the fuel. In the second stage, five canisters separate the water from the fuel and let it drain into the filter/separator sump. Finally, 15 go/no go fuses act as safety devices to shut off the flow of fuel if the other two stages allow water to exceed a safe level. Three of these fuses are in each of the second stage elements. Other parts of the filter/separator include an automatic drain valve, a manual drain valve, and a pressure gage.     I have had a chance to review your memorandum in detail, research the relevant codes and standards, and have some preliminary conversations with Matt Hirsch (Primus) and Mike McGinnis (Innovative). I have also attached two (2) pictures of the installation in Omaha. The installation in Dallas, although appears to be vessel, is not intended to be a vessel. The design that was reviewed initially was to be condenser drain header sized to provide a minimum of 5 minutes of liquid supply to the thermosyphon oil coolers. However, pipe cap fitting were used on the inlet and outlet sides of the header in Dallas in lieu of reducing fittings that were utilized in Omaha. I agree it looks like a vessel. We can debate definitions until we are blue in the face. Your memorandum to me is kind of all over the place and I struggle with what your real concern(s) is/are. I want to resolve this issue and any underlying issues that you might have.…
