On the contrary, someone may witness violence as it happens, fear of retaliation prevent them from calling the police or social worker. By the same token, someone may feel that it is best for the child to report abuse. However, may not say anything as a result of guilt and embarrassment. Nevertheless, these emotions have a way of getting in the way, of a person making a decision that is best for the child involved.
