Conceptual Frameworks : Human Security and Power
For this paper, the author use the concept of human security and the concept of power in discussing this case.
First, the concept of human security. Human security is protecting individual freedoms like protecting people's aspirations from bad things, creating political, social, economi, millitary, and culture system which soon will be formed groups of survival, and Human security also protecting people from rough critics, threats, and emergency situations. One thing that included in protecting people on Human security is threat. Threat is an event that can cause death in large numbers or less chance to survive and cause damage to the country as an international system. According to UN Human
The war happened because Serbs refuse the independence of Bosnia. The top of war happened when serbs dominate the capital of Sarajevo. During the domination of serbs in the capital of sarajevo, they do the ethnic cleansing to the society that life there. Be sides do the ethnic cleansing to the society, serbs also do genocide, tourturing, and rape. This war end when the delegations of the three parties that involve in the war, agree and sign the peace agreement in dyton on december 1995. after signing the peace agreement, appropriate with the content of the peace agreement, IPTF was placed in Bosnia and Herzegovina. In the same year with the inclusion of the IPTF, sex trafficking was appear there. The woman and girls who are trafficked mostly come from Moldova, Rumania, and Ukrain that previously offered a good job abroad. The reason why they accept the job offered is because of poverty, unemployment, etc. To get to Bosnia, the woman and girls use the ground and sea transportation. After arriving in Bosnia, the woman and girls were not employed as what have been promised. they instead sold as a sex worker and plunged into the sexual industry in Bosnia . They employed in a bar that mostly the client of the bar was the local people. But, not infrequently, the client of the bar came from international community member, such as IPTF and SFOR. The “owner” of the bar of the woman usually is the local people. In this case, local police participated in trafficked the woman, such as recieving the money or get free sexual service from traffickers or bar owner to protect their business. In addition, some police officers also participated directly as the owner or staff of bar or brothles. With the participation of the local police in sex trafficking make IPTF considered to have failed in run their task to monitor and advise local
