DRAFT ORDINANCE

WHEREAS, the Sangguniang Panlungsod of Tarlac adopted on August 2008 City Ordinance No. 013-08 entitled: “An Ordinance Requiring all Banks and Banking Institutions and Pawnshops Operating Within the City of Tarlac to Install CCTV Cameras or Any Other Similar Device Within Their Respective Establishments and ATM Facilities and Implement Manadatory Security Measures as Prescribed Within Their Respective Establishments.”
WHEREAS, the subject City Ordinance was premised on the directive from the Bangko Sentral ng Pilipinas per Circular No. 542 which was issued due to the alarming incidence of robberies and hold-ups, not only involving consumers utilizing e-banking products and services, but also those who are using the traditional banking services, as well as pawnshop customers, which have resulted to unnecessary loss of lives, money and properties;
WHEREAS, there is a real need to amend City Ordinance No. 013-08 in order to expand its scope and coverage with the aim to include all sectors, not only the banking industry, considering that they are also equally exposed to risks as may be perpetrated by criminal elements;
WHEREAS, in a certain study conducted for advanced countries like the United Kingdom, CCTV cameras were proven to help prevent some crimes, but have aided in solving many more (Lepon and Popkin 2007), and concluded that institutions stand to benefit from the implementation of a CCTV Camera Surveillance System;
WHEREAS, no other than the Philippine National Police (PNP) recognizes the effectiveness of CCTV cameras to deter crime and assist them in their crime investigations as demonstrated by actual cases that were resolved by easily identifying culprits thru the aid of digital images captured from
