characterized by anarchy (absence of sovereighn authority.

Heley Bull described it as "anarchical society".

- it is a society of nation-states (or state-nations)

These states are sovereign- Sovereign equality of states

legitimak under int'l law

They have int'l personality

nation-states vs. state-nations
nation defines the state / state defines nation.
nation makes up the state./ state creates nation.
nation is ethnically defined
America is not ethically defined/Most African states.
