ABSTRACT
Pakistan is one amongst the countries that is struck by disasters, both natural & manmade at regular interval. The devastating impacts of disasters in terms of lives losses, economics losses and livelihood are far more than one can imagine this is all due to Pakistan’s inadequate preparedness to manage disasters; it has failed to effectively cope with them. But the fact is that that all these losses could be prevented with just some basics interventions. Start of Disaster Management history in Pakistan is back link to 1958 with National Calamity Act 1958.

1.Introduction.
Disasters all over the world are occurring at regular interval leaving devastating impacts. Previously these disasters were not given a proper attention because these were considered as acts of god. But from the last three decades with the advancement of science and technology, human beings realized that these disasters can be managed and their impacts could be reduced to a great extent. Like the world Pakistan is also in no exception. Previously Pakistan was in reactive mood as indicated by the calamity Act 0f 1958. But with destructive and demolishing earthquake 0f 2005, Pakistan felt the importance of prevention and mitigation and soon after the earth quake October 08, 2005 the National Disaster Management Commission was set in to lay down guidelines to address the issues of disaster risk reduction and preparedness in comprehensive manner. The objective was to transform the concept of Disaster Risk Management from reactive to proactive. For the specified objective “to transform the concept of Disaster Risk Management from reactive to proactive” to be achieved National Disaster Management Ordinance 2006 was passed and implemented by National Disaster Management Commission (NDMC), according to which National Disaster Management Authority (NDMA) will be the focal for coordinating and facilitating the implementation of strategies and programmes on response, recovery and disaster risk reduction (NDRMF Pakistan, p.xii). The National Disaster Management Commission identified and lay down nine priority of action (NDRMF Pakistan, p.xii). within this framework to establish and strengthen policies, institutions and capacities over the next five year, in line with three strategic goals and five priority of action Hyogo Frame Work of Action 2005-2015.These include:- 1.Institutional and legal arrangements for DRM
