Brain drain is a serious problem that Malaysia had been facing for decades ago especially in Chinese community. Various methods and efforts have been done by the government but still cannot completely cure it. Based on the passage, it has stated three methods to solve the problem.
The first method is solving the monetary imbalances. In order to provide high income employment to the local talents, from low value-added products and services Malaysia needs to shift to high value-added products and services. Only few industries will be selected and developed into global giant earning huge profit. Besides that, high skills jobs and agribusiness opportunity will be created for local talents if agriculture sector in Malaysia is providing high skills jobs. Scientists, management and global marketing expertise and entrepreneurs are highly needed for the agricultural sector in the Entry Points Projects (EPP) of ETP. On the other hand, tertiary level of our education system should be clear on two aspects. First, the government should match the economic needs with relevant courses or subjects. This is to prevent the fresh-graduate to be either over-qualified or under-qualified. Second, the government should plan and estimate the number of talents needed to produce for each sector and sub-sector of the economy, included modern agricultural sector. This will help to overcome the problem of over-supply or under-supply of talents. Government should also adopt policy for strong exchange rate that not only continues to compete with price but compete with quality and brand distinctiveness.
The second solution is solving the inferior perception such as the Chinese saying of the moon overseas is brighter. The local talents always have a thinking of working in a well-established multinational company in a developed country is a pride.
