I. PREAMBLE A. The Constitution is ordained and promulgated by the sovereign Filipino people, with the implored aid of God. B. Purposes of creating the Constitution i. To build a just and humane society ii. To establish a government that: a) embodies our ideals and aspirations; b) promotes the common good; c) conserves and develops our patrimony; d) and secures the blessings of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality, and peace. II. Article I: National Territory A. Section 1: The National Territory is comprised of: i. the Philippine archipelago, its islands and waters; ii. all other territories of Philippine sovereignty and jurisdiction; iii. and the waters around, between, and connecting the islands (as part of the internal waters). III. Article II: Declaration of Principles and State Policies A. Principles i. Section 1: The Philippines is a democratic and republican state. ii. Section 2: The Philippines adheres to a policy of peace with all nations, renouncing war and adopting international law. iii. Section 3: Civilian authority is supreme over the military. a) The Armed Forces of the Philippines 1. Role: To be the protector of the people and the State 2. Goal: To secure the sovereignty of the state and the integrity of the national territory iv. Section 4: The Government a) Prime duty: To serve and protect the people b) The Government may call upon or require the people to defend the State (under conditions provided by law). v.
