May 2013 Election: Manual System or Automated Election System Introduction
Elections have played an integral role in the development of one’s country. Essentially, an election is a procedure by which members of communities and/or organizations choose persons to hold an office. It is a technique of rendering authority and/or creating representative bodies. Elections are often linked to the idea of democratic representation. Therefore, an election is a device for filling an office or posts through choices made by a designated body of people. In the Philippines, election is always looked forward to by most Filipinos. It is conducted by the Commission on Elections (COMELEC), an independent constitutional body responsible for running the election. The Philippines elects on national level a head of state or the President and a legislature. The president is elected for a six-year term by the people and the vice-president is elected at the same time on a separate ballot. The Philippines also elects on a local level governors, vice governors, board members, mayors up to the barangay officials and the Sangguniang Kabataan or youth council members which is mandated in the current Constitution of the Philippines and the Local Government Code of 1991. As compliance with this, a citizen has to register in order to vote. People at the age of 18 and above may vote, prior that registration is conducted by the COMELEC few months before the Election Day. There is also Sangguniang Kabataan election that is composed of the SK President and the councilors who are aging 15-18 years old. Voting is held nationwide in schools assigned as polling precincts. Mostly, public teachers are assigned to man the precincts. The election can be done through manual election or automated election system.
