To optimize the structure of human resources, the formation of reasonable personnel structure, to meet the needs of enterprises at all levels, professional talents; (3). Improve each worker's quality, to meet the requirements of their positions, improve the overall quality of the workforce, the overall effectiveness of human resources; (4). To put the human into talent, promote each employee can become, play to their enthusiasm, initiative and creativity, and make due contributions to the development of enterprise and progress.

It can be thought of as the pattern of human resources deployment and activities that enable an organization to achieve its strategic goals.
