What is meant by property-led regeneration? (3 marks)
Property-led regeneration involves the regeneration of an inner city area by changing the image of the area, improving the environment, attracting private investment and improving confidence for further investment. In many cases it involves a flagship project such as the redevelopment of the Albert Dock. Urban Development corporations are the main form of property-led regeneration.
With reference to property led regeneration, name one case study, describe its aims and comment on its effectiveness? (8 marks)
Property-led regeneration involves the regeneration of an inner city area by changing the image of the area, improving the environment, attracting private investment and improving confidence for further investment. In many cases it involves a flagship project such as the redevelopment of the Albert Dock. Urban Development corporations are the main form of property-led regeneration. UDC’s were set up in 1980 and were given planning powers over and above that of the local authority in an attempt to regenerate the area. The example of Merseyside UDC highlights the effectiveness of schemes such as this. In 1981, 2 UDC’s, London docklands and Merseyside were established. 11 other followed.
In 1981 the corporation was set up to regenerate 865 acres if mostly derelict and disused docklands in Liverpool. It spent £186 million and refurbished 2.3 million square foot of buildings; including the Albert Dock the largest collection of Grade 1 listed buildings in the country. 259 business units have been provided, including the Brunswick Business Park in the South Docks. It also staged the first International Garden Festival, on a derelict site close to Dingle .The site was de-contaminated and provided with the necessary infrastructure and access roads to accommodate the festival and future development of the site. The work was completed on time and the International Garden Festival attracted 3.4 million visitors to

    Property led regeneration is where the Urban Development Corporation uses public money from tax payers to spend on regenerating an area using buildings. An example of this is the regeneration of London Docklands (Canary Wharf). In the 1970’s, the trade industry in The Docklands went into decline, causing a desperate need for urban regeneration as 20,000 jobs were lost, 60% of land was derelict and the population declined by 20%. So in 1981, the London Docklands development corporation was created to regenerate the area. Successes of the area included reclaiming 600 hectares of derelict land and spending £300 million on improving utilities. Old warehouses and industry buildings were converted into flats, shops and health clubs, and the West India Quay offers luxury offices, apartments and retail shops.     Securitization of property assets will enable property to compete with other asset classes Securitization in the context of property “is the creating of tradable securities from a property asset” Isaac (2003 p.198). Securitization “can be equity based or debt based” Wyatt (2007 p.395). Equity based property securitization “would see investors own share in a property that yields income through dividend payments and produces capital gains (or losses) through share price movement” Wyatt (2007 p.395). Isaac (1996) states equity based securitization is also known as unitisation, hence securitization being used as a general term that incorporates unitisation. Securitization can be simplified to be “like imposing a corporate finance structure on property” Isaac (2003 p.198).This corporate finance structure “is the conversion of an asset into tradable securities (these are certificates of ownership or right to income)”, Isaac (1998 p.257). The objective of property securitization is to help increase property investments, through an indirect investment approach. This is because direct property investment is seen as “long-term commitment of funds” Isaac (1998 p.55). Isaac (1998) suggests that the problems with direct property investments are as follows: illiquidity: it takes time to sell a property; the lack of liquidity within the property markets is said to be because the “lack of a central market place, so there are only localised markets”, Enever & Isaac (2002), this could be a problem in conditions such as current conditions, where “nearly £1,000 is being wiped off the value of the average house each week” (Telegraph, 2008). The cost of trading: buying and selling property could cost up to “4% of the purchase price” Wyatt (2007 p.396), which is poor in comparison to equity or gilts.
