Why privatizing the Consulate Affairs?
Everyday hundred and sometimes thousands of people approached the consulate department of the foreign ministry to get their legal documents registered and verified, usually there are some documents such as National ID Card (Tazkira) passport, driver’s license etc. that those people who are traveling abroad need in order to be able to travel and some countries before issuing visa to the applicants because of particular situation of Afghanistan require to get all of these documents to be registered and contested by the ministry of foreign affairs and the authenticity of them is required to be checked and also those Afghan citizen who are living outside of the country are also having different types of problems

There two major concerns that forced the ministry to outsource part of their work, the first one was that because of the increased workload the employees of the ministry was not able to meet the demand and it caused a lot inconveniences for the people, everyday several hundred people were standing in hallways inside the ministry to process their documents and in most cases they needed to come multiple days in a row and also wait for a few days to get their documents back and the ministry because of certain policies inside of the ministry was not able to increase the employee number to meet the demand and solve the problem and because of that they outsourced part of this …show more content…
They have started their work on the last quarter of 2016 in Taimani square which is their main branch and they have expanded their work to a new branch in Karte 3. There are 7 different departments in RAVAN services that are in charge of doing different tasks, these departments include: Technical department, Front Desk, Database, Document Preparation, distribution, Finance and finally the Security department. In total 140 employees work in these departments.
The scope of this project is the attestation of citizens' document through Ministry of Foreign Affairs (MOFA). MOFA had to deal with a huge number of citizens on a daily basis who were visiting for attestation of a variety of documents like 1) Birth Certificates, 2) English version of Paper Tazkira, 3) Marriage Status Certificates, 4) Educational Documents, 5) Power of Attorney Documents, 6) Commerce Related Documents, and 7) Driving License.
MoFA’s Directorate for Consulate Affairs is the only directorate dealing with all the requests from citizens, handling all the daily citizens’ requests have become challenging and has made
